Federation Criteria define the conditions under which Politikal Theatre crews activate shared administrative infrastructure—such as 56k Handshake (resource management) or Department 1111 (doctrinal governance).

Federation does not build itself by default.

It is activated only when field-documented needs exceed crew capacity.

Why Federation Requires Triggers

Federation risks:

  • Unnecessary overhead
  • Centralized control
  • Dependence on funding.

To prevent these risks, federation requires:

  1. Documented crew needs
  2. Sustainable funding
  3. Ratified approval by active crews.

What Federation Is Not

  • A standing staff waiting for something to do.
  • A branding agency for public recognition.
  • A central authority controlling crew actions.
